Since the early '90's, the 'Programme Group Humans Environment Technology' (MUT) has researched the scientific and social controversies on electromagnetic fields (EM, specifically with a focus on mobile communications.  The goal of the research is to understand and make transparent the reasons for the differences in the assessment of EMF-risks between science and the public, as well as to provide practical support for risk-communication and for dealing with siting conflicts about EMF-producing facilities.
Risk evaluation of the health effects of mobile phone communication. Results of a scientific dialogue
The program group Mensch Umwelt Technik (MUT) [Humans Environment Technology] of the Research Center Jülich conducted a scientific dialogue from September 2003 to April 2005. The goal was to develop a dialogue process for a transparent risk evaluation of the "mobile phone communication and health" topic.
