Risk assessment and development of options for possible precautionary concepts for non-ionizing radiation

Problem:
The Ordinance on Electromagnetic Fields (EMF) of the Federal Emissions Control Act (26. BimSchV) stipulates compliance with scientifically based limit values to prevent the occurrence of damage. The forthcoming amendment of the Ordinance enables additional precautionary concepts to be included and the risk potential to be reduced. Different precautionary concepts with varying guiding principles and points of intervention can be extracted from similar situations. The selection and application of appropriate precautionary concepts requires the seizing up of numerous and diverse aspects such as technical feasibility, economic efficiency, ecological harmony, legal implications, public acceptance, and capacity to achieve international consensus.

Goal:
The goal of the project is to compile a number of feasible precautionary concepts, to investigate their scientific basis, and to discuss their possible impacts. On the basis of these analyses, a definitive recommendation will be developed for adoption in the amendment of the 26th Ordinance of the German Federal Emissions Control Act (26. BimSchV).

Procedure:
  determination of fundamental ideas, goals, measures, and basic suitability for the practical application of different precautionary concepts
initial workshop with experts
  identification of the status and specific problems of precautionary concepts in different areas analysis of application areas and codification
  compilation and valuation of precautionary measures in the EMF domain (international) workshop with experts
  development of precautionary options and evaluation criteria discussions with representatives of stakeholder groups (criteria) and experts (evaluation)
  compilation of a precaution portfolio with statements from stakeholders workshop with presentation of portfolio and commenting by stakeholders

Project information:
The project is scheduled for a period of twelve months (March 2000 to February 2001) and is supported by Bavarian State Ministry of State Development and the Environment (Bayerisches Staatsministerium fuer Landesentwicklung und Umweltfragen), Munich.
