Risk evaluation of the health effects of mobile phone communication.
Results of a scientific dialogue

The program group Mensch Umwelt Technik (MUT) [Humans Environment Technology] of the Research Center Jülich conducted a scientific dialogue from September 2003 to April 2005. The goal was to develop a dialogue process for a transparent risk evaluation of the "mobile phone communication and health" topic.

Impact of Information Frames on Laypersons' Risk Appraisal
Several experiments are conduced to evaluate different information strategies that are currently identified in the debate of EMF. In this research project two major issues are addressed, the impact of various information frames on the layperson's risk perception and the layper-son's understanding of different strengths of evidences. This study contributes to a better understanding regarding the relevance and appropriateness of information presentation frames and to the description of uncertainties in knowledge. Backed up with the experimental find-ings, conclusions will be drawn for an enhanced communication of uncertainties.

Impact of Different Precautionary Measures and Scientific Uncertainties on Layper-son's EMF Risk
Perception Conducting this experimental study, it is aimed to examine whether and how different regula-tive measures regarding to meet the precautionary principle on the EMF may influence the layperson's risk perception. Moreover, it is tested whether risk perception is affected by mentioning uncertainties in knowledge regarding EMF. The outcomes of this study will contribute to deal attentively with precautionary measures and to issues concerning the communication of uncertainties.
This study has started in December 2003. Results will be expected within one year. This study is funded by the Research Foundation Mobile Communication (http://www.mobile-research.ethz.ch/projekte.htm).
EMF risk assessment in the scientific dialogue
The aim of the project is to make transparent the scientific discourse over different assessments of the risk potential of electromagnetic fields below the legal limits for mobile communications. Four expert opinion reports, which were produced under contract for T-Mobil in the year 2000, are used in an open discussion process to clarify the agreements and differences in the assessment of risk between the experts and to discuss possibilities for implementing precautionary principles in the mobile communications arena.

Projekt: Vorsorgekonzepte für nicht ionisierende StrahlungRisk assessment and development of options for possible precautionary concepts for non-ionizing radiation
The goal of the project is to compile a number of feasible precautionary concepts, to investigate their scientific basis, and to discuss their possible impacts. On the basis of these analyses, a definitive recommendation will be developed for adoption in the amendment of the 26th Ordinance of the German Federal Emissions Control Act (26. BimSchV). Supported by the Bavarian State Ministry of State Development and the Environment (Bayerisches Staatsministerium fuer Landesentwicklung und Umweltfragen).
